The sudden deterioration in Europe’s international relations set off a round of frantic last-minute maneuvers in Europe’s capitals. Cabinets held emergency meetings around the clock; lights burned all night in foreign offices; even rulers and the most eminent of statesmen were dragged out of their beds as telegrams came in and were decoded; and junior officials slept on camp beds by their desks. Not everyone in a position of authority wanted to avoid war, but as exhaustion crept up on the decision-makers, so did a dangerous feeling of helplessness in the face of doom. And all were concerned to demonstrate that their own country was the innocent party. This was necessary both for domestic consumption, in order to bring the nation united into any conflict, but also to win over the uncommitted powers, such as Romania, Bulgaria, Greece, or the Ottoman Empire in Europe, and, further away, the great prize of the United States with its manpower, resources, and its industries.”

- Yo he comprendido muy bien que si el Pueblo me ha designado como su candidato para la Presidencia, no es porque haya tenido oportunidad de descubrir en mí las dotes del estadista o del gobernante, sino la virilidad del patriota resuelto a sacrificarse, si es preciso, con tal de conquistar la libertad y ayudar al pueblo a librarse de la odiosa tiranía que lo oprime.
Desde que me lancé a la lucha democrática sabía muy bien que el General Díaz no acataría la voluntad de la Nación, y el noble Pueblo Mexicano, al seguirme a los comicios, sabía también perfectamente el ultraje que le esperaba; pero a pesar de ello, el pueblo dió para la causa de la Libertad un numeroso contingente de mártires cuando estos eran necesarios, y con admirable estoicismo concurrió a las casillas a recibir toda clase de vejaciones.
Pero tal conducta era indispensable para demostrar al mundo entero que el Pueblo Mexicano está apto para la democracia, que está sediento de libertad y que sus actuales gobernantes no responden a sus aspiraciones.
